    If I were looking to purchase a home in Carter Ranch, I would seriously consider someplace else.

    Carter Ranch in Coolidge Arizona started construction in 2004 and new home occupation started in 2005. We purchased our home in 2004 and moved in June of 2005. We were the first home occupied on Central Ave. It has been a great place to live and well constructed Pulte home and great neighbors UNTIL the recent HOA Board of directors contracted Snow Property Services as the property manager around September of 2015. It has been downhill ever since. In the first 10 plus years, I would venture to bet that less than a handful of homeowners were ever turned over to legal action. Since Snow Property Servicest took over running the HOA, it has become commonplace. In my case, I was wrongly turned over to legal over $50 in fines for a silly infraction. It became a challenge but I ran up a legal bill that closed in on $5,000.00. As I informed them from the start, what they were attempting to do and the methods they used were illegal under Arizona law. In the end, the HOA (ALL OF US HOMEOWNERS) had to pay the legal bill. As soon as it was over, the ignorance of the HOA Board and the greed of Snow Property Services led them to start all over on the same illegitimate harassment. This time, if it again gets turned over to legal, I will try my best to beat that paltry $5,000.00 legal bill.

    It should be again noted that this silliness and harassment had not been in the course of events in this community UNTIL Snow Property Services took over the operations of the HOA Board.

    I have had several new homeowners that purchased since September of 2015 tell me that "Had they known of the issues with Snow Property Services and the current HOA Board, they would not have purchased in Carter Ranch. Let that be an eye opener for potential new homeowners in this community to do your due diligence and talk to current homeowners before you buy. Walk around, knock on doors and talk to your potential new neighbors. The feeling of community is lost and gone. Now it is merely a subdivision. The morale is so low that this year's election, which was rather illegal, couldn't even muster the minimum requisite 26 ballots (26 out of 253 homes) to make a quorum. I believe it was barely 20 ballots. In an effort to keep themselves on the board, the ballot (3 empty slots) only had two names and they were 2 of the people whose terms were up. To make sure that no person or persons other than them were elected, they omitted the "write in" slot so all you had a choice to vote for were those who were already there. Some of us believe that there may actually be some hanky panky, so to speak, with the funds and requested a full audit over a year ago. They provided a tally sheet and called it a full audit and it was nothing more than a verified balance sheet. We are still not sure who is getting money from where.

    What was most interesting at the last meeting and this is the talk from the board members about what a thankless job it is and oh woe is me. Based on that attitude, why would you fight so hard to stay on the board? Maybe that full audit would tell us??
